Overview
Ronald Reagan said that "Government is not the solution to
our problems. Government is the problem." Was this just a catchy
political slogan? Could he have been influenced by some developments
in public economics? Could these same developments have influenced
the radical reshaping of the public sector which has occurred in
most countries since the early 1980s and, in particular, in New
Zealand, where public sector reforms have been bolder and more innovative
than almost anywhere else? Have the reformers created a whole new
set of problems?
